Associate Director, Cybersecurity and Infrastructure Security Agency

Scott Breor currently serves as the Associate Director of Cybersecurity and Infrastructure Security Agency’s (CISA) Security Programs. In that role he leads the efforts in the development of tools and resources to mitigate the threats to public gathering events and locations. This includes training on topics such as physical security, unmanned arial systems (UAS), active shooter preparedness, federal facility security, suspicious activity reporting, non-confrontational techniques, vehicle ramming and insider threat.

Mr. Breor has over forty years of military and senior executive experience in the United States government. Prior to the Department of Homeland Security, Mr. Breor was a Naval Aviator and had served as the Senior Policy Advisor for the Chief of Naval Operations (CNO) on all Homeland Security matters. While assigned to the CNO’s office he led efforts on key warfare and Homeland Security and Defense policy decisions. For his work for the CNO and his efforts following the tragic events of September 11, 2001 at the Pentagon, he was awarded the Legion of Merit. As a Naval Aviator he supported operations in Iceland, Greenland, Adriatic, Mediterranean, Azores, and South America.

Mr. Breor is a member of the Senior Executive Service (SES). He was a Senior Executive Fellow at the John F. Kennedy School of Government, Harvard University. He received a Master of Arts in National Security Studies and in Homeland Security and Defense from the Naval Post Graduate School and received a Master of Business Administration from the University of Oklahoma. In addition, he earned a Bachelor of Science in Physics from The Citadel.
