
A structural engineer by training, Louise is deeply committed to developing and implementing resilient, affordable, equitable, and sustainable housing solutions. In her work at Build Change, she channels her passion into implementing homeowner-driven strategies for disaster prevention and reconstruction, particularly in the context of the unique challenges faced by Small Island Developing States (SIDS). Her expertise spans extensive housing sector assessments and vulnerability studies throughout the Caribbean and the South Pacific. Additionally, she has spearheaded climate-resilient house design and construction initiatives in Dominica, the Maldives, and Sint Maarten. Louise’s knowledge and experience of the multifaceted barriers to resilient housing—People/Policy, Money and Technology—has contributed to numerous Resilient Housing Ecosystem Assessments (RHEAT) at Build Change.
