Dr. Julian Mills-Beale is the Director, Codes and Standards with the National Ready Mixed Concrete Association (NRMCA). He graduated with a PhD and MSc in Civil Engineering from Michigan Technological University in 2009 and 2013, respectively.
In 2023, Dr. Mills-Beale joined the NRMCA after previously serving as a senior civil engineering associate with Sci-Tek Consultants, Pennsylvania, from 2020 to 2022. At NRMCA, he is part of the Build with Strength team that oversees the design, advocacy, and support for sustainable and resilient construction with low embodied carbon cement and concrete. His experience also covers academia, research, and development; Dr. Mills-Beale had served as an associate professor at California Baptist University. He obtained his BSc in Civil Engineering from the Kwame Nkrumah University of Science and Technology in Ghana.
