Stephen Cauffman is a consultant focused on community and infrastructure resilience, with particular interest in approaching resilience from a holistic perspective, considering not just the built environment but also the social and economic dimensions and the natural environment, all of which interact and influence resilience to shocks and stresses. Mr. Cauffman retired from the Cybersecurity and Infrastructure Security (CISA) in 2024, where he was Chief of the Resilience Services Branch and had overall responsibility for the Regional Resiliency Assessment Program (RRAP), as well as development and management of security and resilience assessment products used by CISA Protective Security Advisors in the field. He was also responsible for the development and dissemination of products such as the Infrastructure Resilience Planning Framework, to empower state, local, tribal, and territorial governments and private sector owners/operators to undertake actions to improve the resilience of infrastructure. Prior to joining CISA in 2018, Mr. Cauffman worked for the National Institute of Standards and Technology (NIST) for 19 years, where he held several management positions, including Structures Group Leader, Deputy Chief and Acting Chief of the Materials and Structural Systems Division within the Engineering Laboratory. Mr. Cauffman also worked on high-profile projects, including serving as the program manager for the World Trade Center Investigation; leading a team of experts to conduct reconnaissance of damage to buildings and infrastructure systems following Hurricanes Katrina and Rita, and initiating NIST’s program on Community Resilience.
